Introduction Overview on the feature • The RAN3433 HSUPA Activity Based Power Control feature introduces the activity based power control for Enhanced Dedicated Channel (E-DCH) s. In this feature, the Uplink (UL) power control is optimized based on the E-DCH activity of the s • With this feature, the SIR targets are adjusted based on the UE EDCH activity in UL. This reduces the control channel overhead and in turn reduces the intra and inter cell interference resulting in improved cell UL throughput

Introduction Functional description on the RAN3433 Considering the HSUPA traffic nature and increased usage of Time Division Scheduling the following optimizations are introduced to reduce the control channel overhead and improve air interface capacity: 1) SIR target reduction aligning to the allocated bitrate - for DTX UEs 2) SIR ramp down/up - for DTX UEs 3) SIR ramp down/up for Time-Division-Scheduled UEs

1) SIR target reduction aligning to the allocated bitrate - for DTX UEs The SIR target reduction is performed corresponding to the downgraded bit rate of the UE, immediately followed by the Discontinuous Transmission (DTX) downgrades. This reduction maintains the SIR at the optimum level before the next burst starts, followed by the OLPC actions. This optimization is applicable for all 2ms one/all HARQ UEs.

2) SIR ramp down/up - for DTX UEs The SIR target is ramped down when the UE becomes inactive and ramped back up to the original target when the UE transmission starts again. This optimization is applicable for all 2ms one/all HARQ and 10ms TTI UEs. Monitor the UE transmission pattern continuously to control this functionality dynamically. 4

UL transmission in active HARQ

DTX in deactivated HARQs

SIR target is to be ramped down after transmission is completed in active HARQ. Then SIR target is to be ramped up again back to the original target at 4 slots before the active HARQ RAKE may take 1-2 slots for the SIR target ramp up back to the original target at 4 slots before the active HARQ SIR target is to be reduced to the max 3 dB from the original target - this helps in stability of power control and better channel estimations

• Due to the increased usage of time division scheduling, SIR targets for 2ms HARQ UEs are maintained at high level. In such cases Control channel overhead from the deactivated HARQs is quite high

• With this feature, the SIR targets are adjusted based on the UE EDCH activity in UL. This reduces the control channel overhead and in turn reduces the intra and inter cell interference resulting in improved cell UL throughput
