SHORT TITLES AND DEFINITION

1.1

These regulations be called “Regulations of Examinations of B.J.B. Autonomous College, Bhubaneswar – 2009”.

1.2

These regulations shall supercede all regulations in operation hitherto for the purpose of Examination of B.J.B. Autonomous College, Bhubaneswear.

1.3

These regulations shall be subject to amendments from time to time as per rules prescribed in the body of this regulation.

1.4

In these regulations, unless the context otherwise requires : (a) ‘College’ means B.J.B. Autonomous College. (b) Principal means the Principal of B.J.B. Autonomous College. (c) Academic Council (AC) means the Academic Council of B.J.B. Autonomous College. (d) Academic year means the year commencing from the 1st day of June of a calendar year and ending on 31st May of the succeeding calendar year. (e) ‘Board of Studies’ means the Board of Studies of all teaching departments of the College. (f) ‘Board of Conducting Examiners’ means the Board of Conducting Examiners of all teaching departments and of all Self - financing courses. (g) Controller means the Controller of Examinations of B.J.B. Autonomous College. (h) Examination Committee (XC) means the Examination Committee of B.J.B. Autonomous College. (i) University means the Utkal University. (j) ‘Year’ means the Academic year (1st June to 31st May). (k) Finance Committee(FC) means the Finance Committee of B.J.B. Autonomous College. (l) Mid-Semester means the Mid Semester Examination held in between the commencement of the course and Semester End Examination. (m) Semester End Examination means the Examination held at the end of the Semester.

Chapter – II 2.1

POWER AND FUNCTIONS OF DIFFERENT COMMITTEES AND PERSONNELS RELATING TO EXAMINATIONS

Executive Committee (EC): The Executive Committee shall have the following powers in relation to the Examination of this College. The EC shall (a) approve the fees and other charges payable by students as prescribed and recommended by the EC. (b) approve the rates of remuneration, honorarium, TA, CA, DA and incidental expenses related to examination, moderation, tabulation as recommended by XC and FC for such persons as appointed for the purpose of examination. (c) approve new programmes of study leading to Degrees, Diploma both for traditional and self-financing courses programmes.

approve the code of conduct of examination including entrance test for ission to various programmes and to approve and publish results for award of Degrees and diplomas. by a resolution may delegate to the Chairman, Principal or any other member of the Sub-Committees or adhoc Committees such of its powers as it may deem fit, subject to the condition that the action taken by the Chairman or the Principal or the concerned of the Committee/ Sub-Committee / Adhoc Committee in the exercise of the powers so delegated shall be reported at the next meeting of the EC.

2.2

Academic Council (AC): The Academic Council (AC) shall have the following power and functions in relation to the examination. (a) To exercise general supervision over the academic work of the College and to give direction regarding methods of instruction, evaluation and research for improvement of academic standards. (b) To prescribe curriculum / courses of studies for courses leading to degrees and diplomas. (c) To scrutinize and approve the proposals of Boards of Studies with or without modification. If the AC differs from the proposal it may reject or return the matter to BS for reconsideration, with necessary reasons therefore. In case the BS resubmits without any change, the AC shall reserve the right to accept or reject the proposals. (d) To formulate rules and regulations for conduct of examinations and evaluation, not inconsistent with the provisions of the bye-law framed there under.

2.3

Board of Studies (BS): There shall be one BS for each teaching department or each course of studies under Self-financing courses. The BS shall comprise of (a) (b) (c) (d)

Head of the Department / Coordinator as chairman ex-officio, Teachers of the Department/Course concerned subject to maximum five, preferably from different fields of specialization, Two experts on the subject from outside the College to be nominated by the AC. One expert to be nominated by the Vive-Chancellor of Utkal University from the of six names recommended by the Principal. The chairman with the approval of the Principal may co-opt maximum of two experts on the subject from outside the College.

Term – Normally the term of the BS is two years. In case of under (b) above, they shall continue to be the of BS for two years or till such date as they shall continue to be the of the staff of the College whichever is earlier. Functions – The Board of Studies of teaching department or Self-financing courses of the College shall : (a) prepare the curriculum for various courses keeping view the objectives of the College local and national requirement for consideration and approval of the AC. (b) Suggest a of names to the AC for appointment of question – setters and examiners. (c) Co-ordinate research, teaching, extension and any other academic activity in the department/College.

Suggest methodologies for innovative teaching and evaluation techniques. Monitor teaching, learning in the College through assessment of learner (s) performance and suggest improvement / modification on the basis of such assessment taking care to see that the curriculum is not changed too often. (f) Change, modify / improve the curriculum in a subject necessary after assessment of learner’s performance, teachers opinion and new developments in the subject but not before three batches of students out. Meeting of the Board of Studies – on the approval of the Principal the Controller of Examinations shall draw the schedule for the meeting of the BS of different departments and convene the meetings of the same. Each BS shall ordinarily meet at least once a year. Board of Conducting Examiners (BCE): There shall be a BCE for each teaching department and self-financing courses. The BCE shall constitute of : (a) Chairman – Head of the department / Coordinator of the subject/course respectively. (b) – Maximum five from the teaching department or from the teachers engaged in the teaching of self-financing courses. (c) Two to be nominated by the Principal outside of the College. Term – The term for the category (c) shall be two years. Chairman and other shall continue till they shall continue to be the member of teaching staff of the College.

2.5

Functions – (a) The Board of Conducting examiners shall the result on the basis of the report of the examiners and the statistics of the results placed before the Board by the Controller of Examination. (b) On complaint the BCE can review the questions and suggest measures of relief to the Controller of Examinations, who shall place the suggestion before the XC for redressal. (c) The BCE can also ask for the verification of the answer scripts in extreme cases and review the evaluation by the examiners. But this review shall be possible only on the approval of XC. Examination Committee (XC): Composition: The Examination Committee (XC) shall comprise of (a) The Principal, as the Ex-officio Chairman. (b) Two of the AC to be nominated by the Principal. (c) Three senior faculty of the College to be nominated by the Principal (d) The Controller of Examinations shall be the ex-officio member-secretary of the XC. Term – The term for the of the XC shall be two years except for the Chairman and member secretary. The member nominated under category (c) above shall continue to be the of the XC for two years of till such time as they shall continue to be the member of staff of the College, which ever is earlier. Power and Functions – (a) To recommend to the Principal / EC with or without modification, the names of suitable persons for appointment of Examiners / Question Setters prepared by the BS s and Vetted by the Controller of Examinations. However to save delay the Controller of Examinations can get the list of

Examiners, question setters, s approved by the Principal and place before the XC for ipso facto consideration. To consider the reports of Board of Conducting Examiners (BCE) as the work of the examiners. To consider all cases of unfair practices in examination and make suitable recommendation to EC. To examine and recommend the Examination fee structure to the EC after getting the concurrence of FC. To consider the proposal(s) of the Controller of Examinations for purchase of any equipments necessary for day to day functioning of examination section or infrastructural development of the Autonomous Examination Section. However such proposal must be approved by the Purchase Committee and the equipments be purchased as per govt. rule. To examine and recommend the new and modified rate of remuneration for examination related work to the FC for consideration and post facto approval by the EC. To prepare the modalities for entrance tests for ission and to conduct such tests and prepare the merit list for ission.

The list of examiners / question setters vetted by the XC shall be placed before the EC for ratification and approval. Pending approval of the EC the Principal shall be competent to authorise the Controller of Examinations to appoint question setters, s and examiners act of the approved list. Provided that in urgent cases the Principal shall be competent to authorise the Controller of Examinations to appoint the question setters, examiners, s outside the suggested by the BS or approved by the XC/EC. The EC shall be competent to approve the result of all examinations before publication, In cases of emergency, the Principal, on the recommendation of BCE may approve the result of an examination on behalf of the EC provided that such approval must be ratified in the next meeting of the EC.

Meeting – (a) Ordinarily the XC shall meet at least twice a year. (b) Any four of the seven shall form the quorum for the meeting of the XC. (c) In case of emergency an extraordinary meeting of the XC can be convened by the secretary in consultation with the chairman as and when necessary. 2.7

Controller of Examinations: Appointment - The Controller of Examinations shall be appointed from among the teaching staff by the Principal and shall act as such during his/her pleasure. Once appointed the Controller of Examinations shall be allowed to work independently in confidential matters such as choosing question setters from among the names approved / or other wise in the manner mentioned in clause, choosing firms for printing questions, certificates, mark sheets and preparation of code lists etc. However the expenditure for confidential works by the Controller must have the approval of the Principal. Deputy Controller of Examinations: There shall be at least four Deputy Controller of Examinations from among the teaching staff to assist the Controller of Examinations. Of the four, one Deputy Controller shall be exclusively for the selffinancing courses.

Officer in Charge of Mid-Semester Examinations: There shall be one Officer-inCharge of Mid-Semester Examination. He/She shall be appointed by the Principal and shall act in collaboration with the Controller of Examinations. Power and functions of the Controller of Examinations: The Controller of Examinations shall supervise and look after the day-to-day activities of the Autonomous Examination Section. He shall (a) Supervise the enrolment of the students of B.J.B. Autonomous College and liason with Utkal University for their registration as student of Utkal University (b) On the approval of the Principal convene the meetings of the Board of Studies, BCE, XC. (c) Take necessary steps to prepare question manuscripts, to print the questions and make the question available at the time of examination both Mid-Semester and Semester. (d) Supervise the conduct of examination, coding, valuation, tabulation and publication of result. For the purpose the Controller of Examination shall engage confidential firm with the knowledge of the Principal. (e) Issue mark sheets and provisional certificate to the students. The Controller of Examinations shall maintain utmost secrecy about the firm preparing confidential materials like it Cards, Code Sheets, MarkSheets and Provisional Certificates. (f) Prepare budget of the Examination Section and put it before the FC for approval (g) Keep the s and record of the stock of the Examination Section. (h) The Controller of Examinations shall be the ex-officio : (i) Member – Secretary of Examination Committee (ii) Member of Planning and Evaluation Committee (iii) Member of Self-financing Courses Monitoring Committee (iv) Member of UGC Cell. (v) Member of Autonomy Extension Committee (vi) Member of Quality Assurance Cell and of any other Committee on the wish of the Principal. (i) Maintain confidentiality of the bills relating to : (i) Question setting (ii) Moderation (iii) Question Printing (iv) Preparation of Code Sheets. (v) it Cards (vi) Mark-Sheets (vii) Certificates (j) All the bills and related certificates relating to confidential shall be kept in sealed envelope after being ed by the Principal. However on the cover the total amount of the bills inside the course must be mentioned and duly certified both by the Controller and the Principal.

ISSION TO COURSES

ission to different courses of studies shall be regulated as per the ission Rule of the College.

Chapter – V

ENROLEMENT AND REGISTRATION

5.1

Unless otherwise a student s for the First Semester by filling up the forms for First Semester Examination he/she shall not be eligible to appear the Second Semester Examination. Further he/she will not be eligible to appear at the subsequent Semester unless he/she for the previous Semester.

5.2

A candidate for the Bachelor Degree Arts, Commerce and Science as well as for the other Bachelor Course Examinations under these regulations shall be required to enroll himself/herself as a student of BJB Autonomous College, Bhubaneswar, at least two years before the commencement of the 5th Semester Examination.

5.3

A student itted to the College on migrating from examining bodies other than the CHSE, Orissa or Universities other than Utkal University shall have to himself/herself as a student of Utkal University through the College before appearing at the Final Examination, by producing required documents/migration certificate as the case may be, paying the requisite fee.

5.4

As it is all the students itting to the Degree courses of this College shall have to pay Registration fee at the time of ission and they shall have to as students of Utkal University.

Chapter – VI

OFFERING OF SUBJECTS

6.1

During ission every student has to choose subjects for his/her honours as well as for Elective and courses. He/She shall have to choose a language for MIL. Appropriate Roll No. with subject symbols shall be given to him/her on the basis of subjects he/she choose. The subjects shall be offered to the students on the basis of availability of seats through a selection procedure.

6.2

For Arts he/she shall have to choose (a)

One Honours subject from among the list furnished as follows : Anthropology, Economics, Education, English, Geography, Hindi, History, Mathematics, Music (HV), Oriya, Philosophy, Political Science, Psychology, Sanskrit, Sociology, Statistics or any other subject to be opened in the future as per the rule of the College / University.

(b)

Two Elective subjects one for 1st year from the group of Elective – A and one for 2nd year (3rd / 4th Semester) from the group named Elective – B. Elective – A : Anthropology, Applied Philosophy, Education, Hindi, Oriya, Landmarks of Indian History, Psychology and Sanskrit. Elective – B : Indian Polity, Indian Geography, Indian Economics, Mathematics, Indian Music, Statistics, Sociology.

All the Compulsory subjects. English 1st /3rd Semester MIL 2nd /4th Semester He/She shall have to choose one of the following languages – English, Hindi and Oriya. Environmental Studies 5th Semester Indian Society and Culture 6th Semester.

In Science stream each student shall offer : (a) One Honours subject from among the following subjects – Anthropology, Bio-technology (under self-financing scheme), Botany, Chemistry, Computer Science (under self-financing scheme), Mathematics, Physics, Statistics, Zoology or any other subject to be opened as per rule of B.J.B. Autonomous College, Bhubaneswar. (b)

One subject from among following subjects – Botany, Chemistry, Mathematics, Statistics, Physics, Zoology.

(c)

One Major Elective subjects from among the following subjects – Botany, Chemistry, Mathematics, Statistics, Physics, Zoology.

(d)

One Minor Elective subject as per the following specification – Biology for Chemistry, Mathematics, Computer Science, Physics, Statistics Honours students Mathematics and Statistics for Botany, Zoology students. Computational Technique for Bio-Chemistry Honours students.

6.4

Chapter – VII

EXAMINATIONS

7.1

Three Year Degree course leading to the B A, B Com, B Sc., BITM (under Selffinancing scheme) shall spread over a period of Six Semester in three Academic years.

7.2

A candidate for the Bachelor Degree shall have to clear each Semester securing 30% marks in theory subject/paper of the Semester (Mid-Semester + Semester End), 40% marks in practical papers.

7.3

Each of the Six Semester Examination shall include one Mid-Semester and the Semester End Examination. In every Academic Year there shall be two Semesters.

7.4

In five year integrated courses there shall be 10 Semesters i.e., Six Semester in the Degree level and 4 Semesters in Post-Graduate level. In Degree level there shall be a Mid-Semester and a Semester End examination in each Semester. In P.G level Semesters there shall be no Mid-Semester Examination.

7.5

In P.G courses like MSW, MJMC and MFC there shall be four Semester Examinations. There shall be no Mid-Semester Examination in MSW, MJMC and MFC.

7.6

Examinations for all the odd number of semesters like 1st, 3rd , 5th, 7th, 9th shall be held normally in the early part of the month of December and the Semesters of even numbers like 2nd , 4th, 6th, 8th and 10th shall be held in the month of April every year.

7.7

For the Under Graduate course the duration of examination shall be as follows : Theory paper of 40 marks 2 Hour Duration Theory paper of 60/80 marks 3 Hour Duration Practical paper of 20 marks 3 Hour Duration Practical paper of 40 marks 6 Hour Duration

For Post Graduation courses the duration of Semester End and Theory Examination shall be four Hours or as per the specification of the syllabus. For Post Graduate Practical Examinations the total time for the examination shall be as follows : For Practical Paper of less than 40 marks For Practical Paper of 40 marks or more than 40 Marks

7.8

All Mid-Semester examination shall be of one Hour duration irrespective of total marks assigned for the paper.

7.9

There shall be no Back-Paper appearance in Mid-Semester Examination. However special provision can be made for the candidates who fail to appear in the Mid-Semester Examination under unavoidable circumstances. Defaulting candidate may apply to the Principal stating the reason for his/her non-appearance in the Mid-Semester Examination. If the reasons stated is convincing and genuine as to the satisfaction of the Principal a special MidSemester examination may be conducted for him/her under the order of the Principal. Such facility will be extended only once to a student per Semester. mark for a Semester : Each Semester shall be treated as a separate unit and the candidate shall have to in individual subjects/papers as the case may be. The marks secured in Mid-Semester and Semester End examination shall be taken together to consider the /fail result of the candidate. To clear a Semester a student shall have to secure 30% marks in individual theory paper/subject, 40% marks in Practical and 36% marks in aggregate (all papers in the Semester combined together).

7.10

Provision for Back Paper : A student securing below 30% mark in theory paper (Mid-Semester marks + Semester End marks combined together) and below 40% marks in Mid-Semester and Semester End marks combined together in practical paper or failed to secure 36% marks in aggregate of all subjects combined together in the Semester can appear in the subject/paper he/she fails to secure mark as Back Paper or in any paper to make up the deficit for required aggregate mark.

7.12

A candidate securing less than 60% but more than 30% in Honours paper can appear for improvement in the consecutive two chances. This attempt by the student shall not be treated, as Back-Paper and he/she shall not be deprived of a Distinction if he/she is otherwise eligible for that.

7.13

However a student appearing in Back-Papers under the provision of 7.11 shall not be awarded Distinction even if he secured marks necessary for award of Distinction.

7.14

Student coming on transfer from Non-Autonomous College shall have to appear in all the papers for which Examinations are already over. He/she shall be guided by the provision 12.4 of this Regulation.

7.15

Students shall appear in Back Paper examination alongwith the same Semester students of their successive two ission Batches. However the question shall be set as per the syllabus meant for the ission Batch from which a student shall appear in Back Paper.

7.16

There shall be a Special Back Paper Examination for the students who failed to clear the Fifth Semester. This Special Back Examination shall be held just before the commencement of the Sixth Semester Examination.

7.17

Students coming from Autonomous College on transfer shall have to appear in the papers in which they have not appeared/ed in their previous College. They shall have to appear in such examination by paying the requisite fee, in earliest possible chance. Such appearance in examination shall not be treated as Back-Paper appearance. However students coming on transfer from Autonomous College after 2nd Semester Examination of this College is over shall have to clear the un-cleared papers as Back Paper. They shall be guided by the provision 12.4 of this regulation.

Chapter – VIII 8.1

CONDUCT OF EXAMINATIONS

Examinations shall be held under Semester pattern both in theory and practical papers. The following officials shall be engaged in the conduct of various Semester Examinations. (a) Superintendent Principal Ex-Officio (b)

8.2

Before the commencement of Semester End Examinations the Controller of Examination shall hand over the question papers in sealed packet, answer books and other formats to the Superintendent or to the Deputy Superintendent

duly authorised by the Superintendent to receive the aforesaid materials on his/her behalf. 8.3

The Squad shall submit a report about the conduct of examinations in prescribed form at the end of the examination sitting assigned to them. They should combinely submit the report to the Controller of Examinations through the Deputy Superintendent in charge of the said examinations.

8.4

Candidates shall have to enter examination Hall only with his/her own valid Identity Card, own it Card, Writing materials, (eraser, pen, pencil). They are not allowed to carry with them Cell Phone , Pager or any other electrical gadget. Candidates are allowed to carry with them simple Calculator. Scientific and highly sophisticated Calculators are ordinarily not allowed to the Examination Hall.

8.5

Indiscipline in any form in the Examination Hall by the candidates will not be allowed and shall be viewed seriously. Talking, consulting with each other, copying from incriminating materials are strictly prohibited. Such cases of violation of examination rule shall be reported by the Invigilators, Squad to the Controller of Examinations in a prescribed proforma. The Superintendent shall have the authority to expel any candidate for one sitting or for all the sittings of examination, if he/she feels that his/her presence in the examination hall shall spoil the normal atmosphere of the examination hall and shall be a threat to the smooth conduct of examination.

8.6

The results of the candidates booked under infringement of Examination rules shall be referred to a Malpractice Committee constituted by the Controller with consultation of the Principal. The Malpractice Committee shall consider the case as per rule, interview the candidate in person resorted to malpractice and submit its report to the Controller of Examinations. The report (s) shall be placed before the Examination Committee by the Controller for consideration and award of punishment.

Chapter – IX 9.1

QUALIFICATION AND ELIGIBILITY CRITERIA FOR APPEARANCE IN EXAMINATION

All bonafide students itted as per the ission rule of the College are eligible to appear the Semester Examination fulfilling the following criteria : (a)

Must have attended at least 75% of the classes held in theory and practicals in each subject in each semester. Provided that in exceptional cases the Principal may condone the shortage of attendance to the extent of 15%. Provided further that the Principal may condone the shortage of attendance to the extent of 5% more in respect of the students who have represented the College or State or deputation in a National/International competition and function to be recorded in writing during the Semester period under reference.

(b)

In case student itted an payment of late fee on of increase of seats or opening of new subject after the prescribed dates of ission, the attendance shall be counted from the date of his/her ission.

(c)

A student may be allowed to combine attendance in previous College/ Colleges, if itted on transfer.

(d)

A student itted to the first year class of this College may be itted to the First Semester Examination if he/she has completed a regular course of study during the duration of the Semester in the subjects he/she has offered.

(e)

Only such students who appear at/ enroll for the First Semester Examination shall be eligible to appear in the next semester examination by paying the normal dues.

(f)

Students shall be allowed to appear in the next Semester Examinations on the condition that they fulfill the criteria laid down in Para 9.1 (e) and otherwise qualified to appear in the examinations. However before filling of forms of a particular semester he/she must have filled up the forms / appeared in all the previous semesters. MODE OF QUESTION PAPERS AND LANGUAGE FOR QUESTION SETTING

Chapter – X 10.1

All theory examinations shall be conducted by means of written papers (printed, written or typed) to be set in English. Provided that papers in Modern Indian Language shall be set and answered in the respective languages and papers in classical languages shall be set in respective classical languages and shall be answered in the classical or modern Indian languages or in both as offered by the candidate. Provided further that candidates may be permitted to answer all papers other than English in Oriya language.

10.2

Questions shall cover all the units provided that there shall be two alternative questions from each unit from which a candidate shall have to answer one question from each unit. Provided that long and objective questions shall be set as per the specification of the syllabus. Provided that there shall not be more than 40% repeat of the question from the questions set in the previous year from the syllabus. However this non-repetition provision shall not be in operation in case of the introduction of new syllabus.

10.3

In preparation of Questions the Controller of Examinations shall maintain absolute confidentiality, the names of the question setters shall not be disclosed at any cost.

10.4

Questions thus prepared shall be moderated at least by two s of the subject concerned.

10.5

An exhaustive list of Question Setters and s in prescribed proforma shall be provided to the Controller by the subject Board of Studies.

10.6

After moderation the question manuscripts shall be finalised and shall be sent for printing, packing to a confidential printing firm. For security and confidential reasons the Controller shall in no condition shall disclose the name of the firm and the bills for payment to the confidential firm shall be ed by the Principal only after the examination for the question sets are over and kept in a sealed packet with the certificate of the Controller and Principal on the cover.

10.7

Distribution of marks to the questions shall be as per the provision made in the syllabus.

Chapter – XI

VALUATION PROCEDURE

11.1

After the end of the examination the answer scripts shall be coded. For the purpose a coding zone shall be organized in the examination section with the following officials for each Semester. (a) Coding Supervisor (Principal Ex-officio) (b) Deputy Coding Supervisor (Controller Ex-officio) (c) Code Officers ( from among the teachers) (d) Coding Peon.

11.2

Code shall be given to individual roll numbers and code list shall be prepared by the confidential firm, providing soft ware assistance to other examination related confidential work.

11.3

Valuation shall be done by the examiners appointed by the Controller of Examinations on the basis of the names of examiners suggested by the Board

of Studies. The Controller can for valid reasons choose substitute examiners from outside the list of the names for such suggested by the Board of Studies. 11.4

Normally the Valuation of the answer scripts shall be done in 50:50 basis. 50% of the papers by External Examiners 50% of the papers by Internal Examiners However the Examination Committee shall in a resolution can change the ratio or opt for valuation entirely by external examiners. But the XC shall in no circumstance shall allow internal examiners to evaluate more than 50% of the papers. For valuation of ES and ISC scripts, provision can be made for internal examiners by XC.

11.5 Valuation shall be done either centrally in a valuation zone erected in the college premises or answer scripts shall be delivered to the examiners in his/her workplace or residence. 11.6

In valuation zone the examiners shall be entitled to draw CA/DA and TA as per Govt. rule, whereas examiners evaluating answer scripts in their work place or residence shall not be paid CA/DA.

11.7

11.8

After the Collection of the evaluated answer Scripts, there shall be scrutiny of all answer scripts by a Group official of the College. After scrutinization only the mark-sheets shall be handed over to the Tabulators for Tabulation. Scrutinizers shall be appointed by the Controller on the approval of the Principal. Mark sheets can be corrected only by the Controller or by a Deputy Controller authorised for the purpose by the Controller on the basis of fault detected by the Scrutinizer.

11.9

The tabulators shall be appointed from among of the teaching staff by the Controller on the approval of the Principal. There shall be both manual and computer Tabulation and results shall be finalised only after the cross checking of both the tabulation sheets.

Chapter – XII 12.1

CLASSIFICATION OF SUCCESSFUL CANDIDATES The division or class of a student will be decided by taking together his / her performance in all the Mid-Semesters (Theory and Practical), Project and Seminar and the Sixth Semester End examinations in case of Degree Courses and the marks of Mid-Semester (if any) plus Semester End marks practical, project marks taken together in case of Post-Graduate Degree.

12.2

In Degree stage there shall be the provision for award of Distinction. Distinction Will be awarded to students securing 50% or more marks in all papers taken together except the marks secured in Honours papers, provided that the student cleared all the Semester examination in his/her first appearance.

12.3

Filling in of application forms for the examination shall be treated as first appearance.

12.4

However a student coming on transfer from a Non-autonomous College after the First Semester Examination is over shall be allowed to appear in the said Semester Examination alongwith his/her successive batch students. This appearance shall be treated as his/her first appearance and no Back paper tag shall be attached to him/her. However a student coming on transfer after 2nd Semester Examination is over shall be subjected to the provision of 7.11.

12.5

Students coming on transfer from other Autonomous College and appearing in specific paper on technical ground such as non-clearance of a particular paper in his/her previous college and the paper in the first given chance shall be treated to have cleared the examination in first appearance and no Back paper tag shall be attached to him/her.

12.6.1 The result of the Semester Examinations (Except the 6th in case of Degree course and 4th in case of PG course) shall be notified without mentioning his division/class and the mark-sheet shall be issued only mentioning the marks secured in the respective Semesters. But after the sixth Semester in case of UG course and 4th Semester in case of PG course a consolidated mark-sheet shall be issued to each student. In this consolidate mark-sheet the grade/division /class

secured by the candidate shall be mentioned in the column specific for result. A provisional Certificate shall also be issued to the successful candidates. 12.6.2 Grades will be awarded on the following basis. (a) (P) ( without Honours) A minimum of 30% of marks in each theory paper, 40% marks in each Practical paper and a minimum 36% marks in aggregate (theory, practical marks taken together), but failed to secure 45% marks in honours combined together. However the candidate shall have to secure than 36% marks in honours. (b)

(c)

with Distinction (PD) (PD without Honours) In addition to the conditions laid down for grade as in Para 12.6.2(a), a minimum 50% marks in theory and practicals combined together in subjects other than the Honours subject and securing more than 36% and less than 45% in Honours subject. Second Class Honours (II H). In addition to the conditions of the grade, when the marks in Honours subject is more than 45% and less than 60% provided that in practical paper the candidate must have secured more than 40% of the marks.

(d)

Second Class Honours with Distinction (IIHD) In addition to the conditions laid down in 12.6.2(c), a minimum 50% marks in all subjects (except Honours subject)

(e)

First Class Honours (IH) In addition to conditions in grade i.e. Para 12.6.2(a) , a minimum 60% marks in Honours subject.

(f)

First Class Honours with Distinction (IHD) In addition to the conditions laid down in Para 12.6.2(e) for first class Honours, a minimum 50% in subjects other than Honours subject.

(g)

To secure Distinction the candidate shall have to clear all the Semester Examination in first appearance.

12.6.3 (a)

For Post Graduate Degree there is no provision for Distinction. The candidates of PG courses (MSW, MFC, MJMC,IMBA, IMSc.BI, IMSc.ETC) shall be given the grades as follows. 1st Class

In order to in the PG Course, a student must obtain 36% in theory aggregate marks and 40% in the practical aggregate marks. Less than 25% marks secured in any theory paper shall be treated as 00 and not included in the theory aggregate.

(c)

If a student of P.G. course fails to clear any semester as prescribed in 12.6.3(b) he/she shall have to appear in all the papers of the Semester again, but if the student cleared the examination by securing 36% he/she can appear once in any paper at his/her choice for improvement within two years.

12.7.1 Hard case Rule for Degree Course : Under Semester system in Undergraduate course if a candidate, whether in Honours or in any other subjects (compulsory, elective or ) fails to secure minimum marks to clear the theory/practical papers in the subjects and in the aggregate by not more than 2% of maximum aggregate marks of the same semester examination, the minimum marks required to make up the deficiency in the subject/paper may be added in the theory paper in which the candidate has failed. In case of deficiency in the aggregate the deficiency mark may be added in the theory paper in which the candidate has secured the highest percentage of marks in order to enable him/her to the examination on the application of hard case rules. 12.7.2 At the time of consideration of all marks alongwith the 6th Semester marks and preparing final result – if a candidate in the Honours course es in the nonHonours subjects if necessary also under Hard case rule but fails to secure Honours or the next higher class in the Honours by not more than 0.5% maximum marks in the Honours subjects the required marks may be added to the theory paper in which the candidate has secured the highest marks to enable him/her to retain just Honours or to secure the next higher class as the case may be. 12.7.3 In PG course 2% of the total marks in the Semester can be used as grace marks for making up deficiency of marks i.e. 36%.1% grace mark shall be awarded to a student, If he/she fails to secure the next grade by 1% of the total marks of the course. 12.8 Application of all the rules in the section shall be done by Tabulators/Computer firm engaged in processing the result without any reference to the Board of Conducting Examiners and it shall not be necessary to make entry of marks required to cover up deficiency in the answer scripts/mark foil either by Tabulators/Computers or by Board of Conducting Examiners.

Chapter – XIII

PUBLICATION OF RESULTS

13.1 The result of the three year BA, B. Com, B.Sc., BITM examination and the grades to be awarded shall be determined on the basis of results of Six Semesters combined together.

13.2 The result shall be published within 45 days of the completion of the Sixth Semester Examination (theory or practical, whichever is later) and the Controller of Examinations shall published honours wise list of successful candidates after the approval of the final result by the Vice-Chancellor of the Utkal University. 13.3

The list of the successful candidates shall be prepared in accordance with the following principles. (a) The merit list of successful candidates of each honours subject shall be prepared separately on the basis of the marks secured by the candidates in Honours in order of merit. Class of Honours shall be mentioned on the right side of the name in the merit list. (b) “D” shall be mentioned after the class/ if the candidate has qualified for the award of Distinction as per rules prescribed in 12.6.2 (b),(d),(f),(g). However award of Distinction shall not affect the rank secured by the students in the merit list. Before finalization of the results to be placed before the Vice-Chancellor, Utkal University the draft result shall be processed through the following stages. (a)

Draft results prepared by the Tabulators shall be placed before the Board of Conducting Examiners of the concerned subjects for ing. Honours wise performance, Examiners report, other result related statistics shall be provided to the board of Conducting Examiners for consideration.

(b)

After ing of results by the Board of Conducting Examiners of different subjects, the results shall be placed before the Examination Committee for approval.

(c)

After the approval of the XC in which the Principal is the Chairman, the results duly signed by the Controller of Examinations page wise shall be recommended by the Principal to the Vice-Chancellor, Utkal University for approval.

(d)

After the approval of the Vice-Chancellor, Utkal University, the result shall be published on the Notice Boards as well as on the College web-site for information of the students.

(e)

The Principal shall put the results before the Executive Committee – ipso facto for approval.

Results of individual semesters (Except 6th in case of 3 years Degree course, Except 6th and 10th in case of 5 years Integrated course, except 4th semester in case of PG courses) shall be referred to the Board of Conducting Examiners of each subject for approval. However in such cases the approval of Vice-Chancellor, Utkal university shall not be necessary for the publication of the results. After the ing of Semester result by the BCE the Controller shall obtain the approval of the Principal for publication of semester result. In extraordinary cases if necessary the Controller may refer the result to the Examination Committee. But such a meeting of the XC is not mandatory.

13.6

In case of results of 5 year Integrated course the process as prescribed in 13.4 shall be followed. However in such cases the approval of the Vice-Chancellor , Utkal

University shall be required in two phases after the 6th and again after the 10th semester for award of Bachelor and Master Degree respectively. 13.7

In case of Master Degree the approval of the results by Vice-Chancellor, Utkal University after the 4th Semester is mandatory. Before placing the PG results before V.C , Utkal University it must be ed by the BCE and approved by the XC.

13.8

Issue of Mark-Sheets. (a) Every student who has appeared in the Semester Examination after paying the requisite examination dues shall be issued a mark sheet by the Controller of Examinations. In the mark sheet the marks secured by MidSemester and Semester End Examination shall be mentioned and shall be signed in ink by the Controller or a Deputy Controller duly authorised to sign on behalf of the Controller. (b) Consolidated mark-sheet shall be issued to the students only after the 6th Semester Examinations in case of 3 year Degree courses, at the end of 6th and 10th Semester in case of 5 year Integrated courses and 4th Semester in case of P.G courses. In the consolidated mark sheet the result and grade of the students shall be mentioned. Such consolidated mark sheet shall be signed in ink by the Controller or by a Deputy Controller duly authorised by the Controller. (c)

Chapter – XIV 14.1

Successful candidates from among the candidates who are eligible to receive consolidated mark sheets shall be issued provisional certificates by the Controller of Examinations. However the successful candidates shall receive a Degree or Diploma as the case may be in the prescribed proforma from the Vice-Chancellor, Utkal University. PROVISION OF READDITION OF MARKS

If a candidate for any reasons, has any doubt or complain on the marks awarded to him/her he or she can apply in prescribed form available in the Examination Section for re-addition of marks. In such case he/she shall have to pay a fee of Rs.50/- per paper and attach a copy of the money receipt to the application form and submit it to the Controller of Examination within 20 days of the publication of result. If on re-addition by a subject teacher duly appointed by the Controller on the approval of the Principal, any change of mark is found, the fresh mark after change shall be re-added in the T. Rs and fresh revised mark sheet shall be issued to the student, The grade/results shall also be rectified accordingly.

Chapter – XV 15.1

Remuneration for different assignments in the Examination shall be decided as per the decision of the Finance Committee as ratified by the EC and amended from time to time by appropriate process vide chapter XVI. (Appendix – I).

Chapter – XVII INTERPRETATION AND AMENDMENT

17.1

Any amendment of this Regulation can be made under a due process by the Academic Council and approved by the Executive Committee.

17.2 The

The decision of the Principal is final in interpretation of this regulation. Principal, B.J.B. Autonomous College, Bhubaneswar shall have the power to add new provision to this regulation if necessary. But such provisions shall have to be placed before the AC and EC for final approval and inclusion in the Examination Regulation.

17.3 Printed copy of this Regulation shall be available for purchase by the students or staff / general public by a payment of Rs.50/- per copy from the College Counters.
